Ricardo Carvalho was born in Lisbon on 10 August 1975. He has a law degree from the Faculty of Law of the University of Lisbon. Jurist and lawyer, he was a member of the CID Coordination Group – Social Audit Plan, in the area of prevention of ill-treatment of children and young people, the elderly and people with disabilities housed in institutions between 2003 and 2005). He was Executive Secretary of the National Commission for the Protection of Children and Young People at Risk between 2005 and 2013, the year in which he took on the role of Deputy in the Ombudsman’s Office. In May 2022 he was appointed Chief of Staff to the Secretary of State for Equality and Migration in the XXIII Government. He returned to the Ombudsman in April 2024
